Biography

Serafim Hadîrcă was born on 29 January 1966 in the village of Bozieni, Hîncești district, into a family of farmers. After graduating from the State Agrarian University of Moldova with a specialty in agronomy, he worked as an agronomist, then as a mayoralty specialist, and since 2001 he has been the vice-mayor of the Bozieni commune.

I have decided to run for the Hîncești District Council because, after 25 years in commune administration, I know exactly where things get stuck — and I know how to unstick them.

I was born in Bozieni and have served my commune all my life: first as an agronomist, then as a mayoralty specialist, and since 2001 as vice-mayor. I have signed hundreds of documents, divided the commune's budget among its villages, and I know by heart every road, every well and every streetlamp.

Today I see the problems our people live with daily: commune roads deteriorate faster than we repair them, running water has not reached every household, and in the evenings the villages sink into darkness because street lighting is missing or broken. If you elect me, I will demand: a district programme for rehabilitating commune roads with multi-year funding, the extension of water networks to every village of the commune, and modern, economical street lighting on every street.

This candidacy is not about office — it is about responsibility. Our commune deserves good roads, water and light. Together we will make it happen.
