Views and principles
I have decided to run for the Drochia District Council because people's health cannot be fixed with prescriptions alone. I have seen too many things that a doctor cannot change single-handedly.
I was born in the Drochia district. After school I left for Chișinău to study medicine, and after six years of university and three years of residency I came back home — to the district hospital. For 35 years I have treated the people of our villages. Not because I had nowhere else to go, but because this is where I am needed most.
Every day I see the same problems: understaffed wards, because young doctors are leaving; outdated equipment that can no longer keep up with modern medicine; elderly people from the villages who need a hospital bed close to home, not dozens of kilometres away.
If you elect me, I will fight for concrete things: real programmes to attract and keep medical staff in the district; modernising and equipping the Drochia District Hospital; an elderly-care ward, so that our old people are treated with dignity, close to their families.
This candidacy is not about office — it is about responsibility. Together we can make healthcare in Drochia a reason to stay, not to leave.
Career analysis
Mihail Prisăcaru's career confirms, step by step, the qualities a voters' representative needs.
He started "from the bottom": as a resident doctor he worked night shifts in overcrowded wards. That stage taught him what real medicine in a district hospital looks like — not the kind from textbooks.
As a therapist he learned to make decisions under pressure and to take responsibility for human lives. Medicine does not forgive improvisation: that rigour made him a man of deeds, not words.
Since 1999 he has headed the department — 27 years of management in an underfunded system. He has learned to achieve a lot with little: to repair, to adapt, to keep the team united when resources run short. That is exactly the schooling a district councillor needs.
Thirty-five years in one district hospital: he knows his patients by name, and they know him. A bond like that with a territory cannot be bought or appointed — it is earned over decades.
Finally, his choice to return to Drochia after his studies — instead of staying in Chișinău or going abroad — proves his bond with the territory he seeks to represent. He is not running "for" Drochia from somewhere outside: he is running from its very midst.
