Views and principles
I have decided to run for the Nisporeni District Council because I know all too well where our schools' money goes — and where it gets lost along the way.
I was born in Brătuleni, went to school here, and came back after university. For eighteen years I have been the chief accountant of the district's Education Department: every leu of the schools' budget passes through my hands, so I know exactly what a renovated classroom costs and how much is wasted through poor planning.
If you elect me, I will fight for concrete things: full transparency in school funding — every public leu must be visible; teachers' salaries paid on time, without delays and without "optimisations" at their expense; repairs funded from the public budget, not from parents' pockets — schools should not depend on collections.
This candidacy is not about office — it is about responsibility. Together we can make sure education money reaches where it belongs: to children, to teachers, to schools.
Career analysis
Ludmila Scutaru's career confirms, step by step, the qualities a voters' representative needs.
She started "from the bottom": as a junior accountant she learned the trade from real figures — payrolls, estimates, reports. That stage taught her that behind every figure stands a person: a teacher waiting for their salary, a child studying in a cold classroom.
As senior accountant she took on greater responsibility and learned to plan entire budgets. Figures do not forgive improvisation: every leu spent wastefully is a leu missing for the children, and that rigour made her a woman of deeds, not words.
Since 2008 she has been the chief accountant of the Education Department — the person answerable for the district's entire education budget. Experience in managing public funds and withstanding pressure is exactly the kind of schooling a district councillor needs.
Finally, her choice to devote her life to the education budget of her native district — instead of seeking a more comfortable career — proves her bond with the territory she seeks to represent. She is not running "for" Nisporeni from somewhere outside: she is running from its very midst.
