Views and principles

I have decided to run for the Briceni District Council because I know what public money looks like from the inside: where it leaks, where it gets lost, and where it can grow.

I was born and raised in Bezeda. After university I came back home: for eighteen years I have been keeping the books of agriculture — rising from bookkeeper to chief accountant, and since 2016 I have been the CFO of our district's agroholding.

I see the same problems in every town hall: budgets drawn up by guesswork; procurement tenders that are always won by "the right people"; farmers who receive subsidies and have no idea how to account for them properly. In finance there is no such thing as "approximately": every leu must be traced to its destination.

If you elect me, I will fight for concrete things: professional financial planning in every town hall of the district; transparent public procurement with clear documentation and real competition; a support office for farmers — accounting, subsidies, loans. Every leu of the budget must land where it changes lives.

This candidacy is not about office — it is about responsibility.

Career analysis

Valeriu Pinzaru's career confirms, step by step, the qualities a voters' representative needs.

As an ordinary bookkeeper he learned the discipline of numbers: every receipt, every invoice, every stock item counts. That rigour is exactly what local budgets are missing — they are too often drawn up on the back of an envelope.

As chief accountant he held entire balance sheets in his hands, went through audits and tax inspections, and learned to answer for figures in front of those who verify them. A councillor who knows which questions to ask when shown a budget is not a luxury — it is a necessity.

For ten years he has been the CFO of an agroholding: managing million-leu budgets, teams, loans and investments. He knows how a five-year financial plan is built, not a one-day one, and how to turn a spent leu into a leu that produces.

Finally, his entire career is tied to the same district: the farmers here are his partners, not his clients. He understands Briceni's real economy — the land, the prices, the subsidies. His candidacy is the natural continuation of his trade: bringing financial discipline from the private sector to where public money is most fragile — the town halls.
