Views and principles

I have decided to run for the Rîșcani District Council because our elderly deserve more than a meagre pension and oblivion. I have worked with older people for twenty years and I know exactly where the system hurts.

I was born and raised in Rîșcani. After university I stayed home — I did not leave, even though I had offers. Our grandparents and parents live here, people who built these villages and who today, left alone, barely manage.

I know the problems from every house I have entered: lonely elderly people with no hot meal, nursing homes in unacceptable conditions, villages with no social worker to check on people. These things are not solved with words, but with concrete programmes and honestly allocated money.

If you elect me, I will push for measurable results: a social worker in every village of the district; a "Hot Lunch" programme for lonely elderly people; decent conditions in nursing homes. No elderly person should feel that society has forgotten them.

This candidacy is not about office — it is about responsibility. Together we can take care of those who took care of us.

Career analysis

Marcel Josan's career confirms, step by step, the qualities a voters' representative needs.

He started as a field social worker: he entered people's homes and saw poverty and loneliness up close. Someone who knows problems from the inside needs no reports to understand them.

As a social protection inspector he learned the administration from the inside: how budgets are formed, where files get stuck, why help arrives late. A district councillor who knows the internal machinery wastes less time on sterile procedures.

Since 2015 he has coordinated the elderly-care programmes of the entire district: planning, negotiating funding, managing teams. Management experience at district scale is exactly what a District Council needs.

Finally, his choice to stay in Rîșcani — instead of moving to Chișinău — proves his bond with the territory. He is not running from outside the problem, but from its very midst: among the people he seeks to represent.
